The major problem of declining fertility rates is the proportional aging of the population. This is already a major problem in countries like Italy and the East European republics that were once part of the Soviet Union.

When a country stops replacing population (total fertility rate drops below 2.1), the cohorts that use to support the aged are simply not there. This means that the workers have to pay outrageous taxes so that the government will have the revenue to fund programs for the older citizens.

Twenty years from now, Europe will have 6 million fewer people than it does today. Japan will be right behind. But, the U.S. will take many years before it's in that position.

First of all, we've had several "echoes" off the Baby Boom of 1946-1964 when 76,000,000 babies were born. Second, because of immigration, we have a relatively young population. Although current legal immigrants from places like Africa and South Korea tend to be among the most highly educated immigrants that we've ever had, far more have little or no education. Because education and number of children desired are negatively correlated, we can expect to have a birth rate that comes very close to replacing our existing population for some time.

I hope that we use those years to study Europe and Japan. We can learn from their future successes and failures. But, we are basically a reactive society. Instead of taking preventive measures, we wait until we have a crisis before we act.

in fact declining fertility is impact of improved survival chances of the human race, but in the countries where there is more struggle to survive the fertility rate is increasing.
well decline in fertility will help increase in per capita resources

fewer young people to take care of the old people. also, less stress on resources.
