This is for a personal, not business, web site. I already have a domain name. Would like about 1 GB of space. Would like the capability of using javascript, cgi-bin, and/or php.

For personal use and only 1GB of space, you can get web hosting pretty cheap. I'd guess about $10 a month or less and still having tons of features if you decide you need them down the road.
It kinda' depends on what exactly you want to do, but I recommend checking out the web hosting recommendations on this site. It helped me out quite a bit.

Have used yahoo and bravenet (free)---I recommend since it sounds like you are a pretty experienced user that you spend a few bucs and pay for a bravenet upgraded site....free sites are worth what you pay for them....
