My friend showed me this stuff, its kinda like a white eyeliner pencil but its not used as eyeliner. Its used as a highlighter to put under your eyebrow to make your eye look bigger and "open up your eye" or something. I liked it, but what is it called???

thats exactly what it is called, a highlighter pencil. You can go to your local drugstore and if they don't have something called a highlighter pencil just grab some shite or off white eyeliner with a touch of mica in it(thats what makes it shimmer)

It's a highlighter. Maybelline makes one in the Line Stylist line.
