Yes, for the most part. I am not 100% clear on this, but I think that the 360 uses something similar to an emulator in order to make games playable on the system. The problem is that not all games are playable on the new system and that in order to do so you need the one with the hard drive. I would recommend looking at IGN or something for more information. Sorry I could not be more help.
