It might have something to do with the cause of death being inconclusive - but that really shouldn't matter.
If you're in the area - park yourselves at the County Clerk's Office - or get someone to do it for you. Nothing works better than "thank you, I'll wait." With a smile, of course.
If you're not "here" - call calmly, every day - and ask politely. After a week of this write a strongly worded, but still polite, letter to the County Clerk. You can find this info on the 'net.
In your letter explain all the things you've done to obtain the certificate. Always ask for the name of the person you speak to for your records. Recite them in your letter. Always ask for at LEAST 10 of them - remember insurance policies, his car, his apartment, bank accounts, etc.
Typically, the actual County Clerk or Coroner is an elected Office BUT the people who are REALLY in charge, and do all the work, are the ladies who have been there for 20 years and are overworked and underpaid. Remember - BE NICE!!

Kill someone earlier?

And learn how to take off the caps lock. If you don't know how, please get off the computer until someone instructs you on how to do it.
