You need 39c in postage, whether one stamp or many, to mail a letter that weighs under one ounce anywhere within the United States. Each additional ounce costs 24c. A letter to most countries of the world (outside North America) costs 84c for one ounce, no matter how many stamps you use.

41 cents- yes the rate change took place. There is now a stamp called the Forever Stamp that will not lose its value. You buy it and it will still be good next time the rates go up.
