once a pasion friut vine has no pasion fruits and leaves on it is it dead?

It's not dead- so do not pull it out of ground- just cut it off, It is a perennial and will come up all over the place next spring

Not necessarily, try scratching the bark lightly with your thumbnail...if it is green undeneath the bush is still alive.
