How do I get volume and internet to work on an older HP keyboard?

Will the computer re-activate the controls, or could there be just a keyboard problem?

You need to goto the HP.com site and download the driver for the keyboard controls

You dont, it needs special keys to do this! If the older board has these keys, you need to install the driver for that keyboard.
