i have a daughter and a son that are wanting to get there own yahoo id's to talk to their friends, but I dont want to let them unless there is a way to block everyone not on their friends list from sending them messages. Is there a way to do this? That way no online predators can access them when they are online?

You can limit new messenger contacts and not accept new ones. And you can instruct your children to not talk to anyone else besides their known friends.

The very first thing I was suggest is for them NOT to accept any invitations from anyone you do not know. Then go into preferences and select the button to ignore anyone who is not on the messenger list. That should take care of it.
