don't worry about the rust and if it is cracked don't go to the rim dealer they charge to much to fix it -- just go to your local wielders shop it will cost about $50

If they are aluminum, they will not rust, but can be buffed out if not too deep, if so, it will be alot of work to get it out- maybe a good detailing shop can blend it in some...
If they are steel rims- chromed, then it might rust- take it to a good detail shop or a wheel shop that specializes in repairs of rims and let them at it...
A cheep fix might be to clean it good then clear nail polish it to prevent the rust...

Steel rusts. Custom alloys don't, they just look ugly scratced up and can bend if you hit them hard enough. If you're very concerned with the look, specialized rim shops can repair the wheel at a fraction of a new rim.

chrome or no? chrome then you can apply some sort of clear silicone to the scratch to prevent any rusting. if it's not chrome then don't worry about it. most likely your rims were made from aluminum or a steel alloy. either of which don't rust easliy.

Once a vehicle starts rusting it is difficult to stop, if it is just beginning to rust you may be able to sand it down to bare metal and primer it before spraying black paint over it if you cover it it will not adhere well. If it is a small area try using a small piece of sandpaper and than you can tape it off and spray paint it to match. (cheap way anyways) if you don't stop the rust it will continue to spread like a disease especially if your car sees harsh winters.

If your rim is chrome you can apply a clear enamel that you can purchase at any parts store. If it's aluminum it won't rust anyways.

It will only rust if its steel...brush some clear nail polish on it (that will seal it) till you have it looked at by a professional to see if it can be repaired.
