You will need to learn a programming language like C++ and then learn concepts about video, audio, graphics formats, algorithms, buffering, and if you want a 3d game, vector graphics, textures, etc.

I would expect someone with no programming knowledge at all, to create something like pac-man in no less than six months.

Learn a programing language, like C++ or Delphi, there are many good books about this subject and a normal person can learn the basics in less than a month..

Try searching for Visual Basic if it's your first time programming. There's a free version and you can use it to make your own Windows applications. It's easy to use and learn.

I used java, c++ and C# to write program all the time.
these use a compiler to create a executable/ byte code.that run on the environment(window/Java Virtual Machine).
Javascript and other higher language are interprteted as they are pass to the browser or respective interpreter.
As for low level language like assembly language it depends on the processor you are using.
