It is impossible to give a quantitative comparison with just the information given. Chipset makes difference, too, and it is often not disclosed on spec sheet. With everything ELSE being equal, both system will perform about the same. CPU speed actually does not make that much difference in overall performance of a system.

More memory in video system makes difference ONLY if you use high resolution with lots of color depth, then try to render very fast graphics; for example, games or video.

They're both equally horrible

You'll need to upgrade that computer in a couple months when it gets slow. I'd go with the one with the faster CPU if I were forced to choose but seriously, don't waste your money on either of those setups

Depends on what you want out of it
the first will get you faster processing, the second will get you faster gaming.
