-Everyone starts shaving at different times, I started shaving my underarms as soon as I noticed hair (4th grade I think) and my legs when everyone else started (7th grade?).
-Depilatories don't work for me because I have dark hair and its pretty thick, so yeah they just irritate my skin and the hair grows back in a few days, but they do work for a lot of people with hair that grows more slowly.
-Just explain to your mom that you have unwanted hair and you'd like to shave it off, she will probably not want you to because no one likes to see their little girls grow up, but tell her that nowadays people start shaving a lot younger than when she was a kid, and it's something you've really thought about and that you really want to do. If she agrees, great, but if not and you REALLY want to shave just buy stuff anyway (but make sure she doesn't find it!) Also, don't be in a hurry because shaving kind of sucks.
-I use a Venus, but if you're looking for a cheap razor there are a ton of disposable ones out there that should work at least for a while.

I started when I was about 10 or 11. My mom made a comment about my hairy legs, and it embarassed me so I shaved them.
Most depilatories don't work very well. I've tried Nair and Veet, and both irritate my skin and leave gross stubble. Most of my girl friends have said they had the same experience.
I reccommend the Venus razors. They are kind of expensive, but well worth it. It's almost impossible to cut yourself with a Venus, unless you're really, really clumsy, and they don't cause razorburn at all. I recently tried the new Venus Vibrance, and it works wonderfully. I can even shave my knees with it without much problem.
As far as your mom, the best thing you can do is just talk to her and be honest. Tell her that you feel you're ready to start shaving your legs, and give her the reasons why. (For example- I'd like to wear shorts and skirts more often, but the hair on my legs makes me feel uncomfortable.) She may have doubts or feel like you're too young, but I think most mothers feel that way because it's a sign their "little girl" is growing up. If you include her in the decision, she may feel better about it. If she freaks out or yells at you, though, then you may have to take the decision into your own hands. It is your body and it is your decision to make, and if your hairy legs are hurting your self-confidence, then your mom shouldn't keep you from de-hairing them.
Good luck, and happy shaving.

1. I started to wax at 10 (legs and underarms) but at age 12 i started to shave underarms because my underarm hair is very thick and my docoter advised me to shave and have laser remover when im old enough (shaving will never stop hair from growing. only waxing and laser do)
2. I just use body wash
3. say that you dont like hair on your legs/underarms and would like to start shaving. and then ask her to get you the razors
4. i use normal disposival razors and vinus. i dont shave often because i usually cut my skin.

12
Depends on your skin type, they worked just fine on me. Try a little bit on a small area to see if it irritates your skin.
Tell her calmly, that you think that you are old enough to shave and would like to shave. Come up with some decent reasons (NOT All of my friends shave!) Offer to pay for the first one yourself.
I use Venus Gillette. It's kinda pricey, but it's worth it. I don't get cut as often with it.(When i do, it's just because I am clumsy) And just use the cheap shaving cream, there really is no difference betweeen them besides brand and smell.

I would say around twelve or thirteen would be a good age to start shaving unwanted hair. Ask your mom for help. The creams are harsh and burn your skin, I think.
