The old story that Betsy Ross made the first flag from a description given to her by George Washington is probably a myth. There is no documentary evidence to support it.
The most likely designer of the flag was Francis Hopkinson, a member of Congress from New Jersey, a signer of the Declaration of Independence, and the author of the flag design resolution submitted to Congress on June 14, 1777 (which is why June 14 is celebrated in America as "Flag Day").
Hope this helps
