I have never lived there so I can't tell you based on personal knowledge.

If you are planning to nove into El Paso, TX I would recommend that you visit a police department and let them know that you are moving into the El Paso area and you would like to know some of the crime statistics in that area. They will probably have easy access to a history of various crimes for the past year or so to help you with your decisions.

Good question, I lived there for several years, I would have to say anywhere near Dyer St, and downtown would be unsafe.
