I think in most states it is the age of 18 for any body piercings.
Only piercing that can be done under age in state of California is ears.
I got my navel done twice, once when I was 16 and other at 17. Both rejected.
Alot of locations don't like doing anyone under 16. When I got navel done the second time, my friend's 13 year old cousin did her's too. They really warned her and lectured her upon treatment (she is bad about it). So, make sure you know how to treat it and know the signs of rejection and infection.
You have to have your mother's permission.

In Kansas you must be 16 and have a parent go with you if you want it done professionally. But of course you can be however old and do it yourself!!

you have to be 18 to have it without parental consent (legally). Otherwise, each place you go may have it's own policy (i.e they won't pierce anyone under 13 period, or some won't pierce anyone under 16, whatever they chose).

Legally 16 years old, but if a parent or quardian go with , you can have it done at thirteen. Of course, this is legally.
You can pierce your own at any age, but be diligent and use clean tools.
