I have contacted several muffler shops that say that only $400 OEM catalytic converter will pass smog check, can I buy $70 catalytic converter from Autozone or Kragen and have it installed?

If you live in California most aftermarket cats have a hard time passing smog. The catalytic converter is a fairly strait forward piece but the chemicals and minerals they use to make them are not cheap. What most cheaper cats do is "clean" the material or use different compounds that just do not work as well. It's big money but I would try and find a shop that works on a lot of Fords and see what they are using.

If you have an oxygen sensor after the cat you pretty much are stuck with the OEM converter.
if you don't then the aftermarket one is o.k.

Honestly? The aftermarket is probably a lot less restricted and may even help a little with mileage.
