You sure can if the tampon is inserted correctly. The place where the tampon goes has nothing to do with urination.

The tampon needs to go in beyond the the "Pee Hole"(urethra) in the the vaginal opening, If you couldn't pee you'd get sick!

a tampon goes in the vagina, urine doesn't come out of the vagina...it comes out of your urethra ...so yes.
