It's definitely a conspiracy, being an agreement or plan between several people to commit a criminal act.
The only question is how many people were involved besides the terrorists, most of whom apparently were from Saudi Arabia.
Why does it matter? Would it change the existing threats or what we're doing about them?

And to those conspiracy nuts: Dont you think the smartest military leaders could come up with something better than that? After all, we beat the **** out of yugoslavia, and didnt even have a reason. why would the president need a reason this time?

Osama Bin Laden admitted it was his plan. Some people are just dumb and will believe anything to avoid the simple and sad truth: Muslims want us ALL dead or they want all of us to convert to Islam. There are idiots out there that think Elvis is still alive.
