The internet was invented by the Pentagon and was created for two purposes:
1) for instant communication of scientists as they worked in various parts of the world
2) if a military base was destroyed in war times, the information stored on the computers would still be safe, because it'd be stored on a server elsewhere.
Up until 1980-something the internet was supported by a server by the National Science Foundation. But by that time, it had grown to many more uses than just for the Pentagon. So, the NSF stopped allowing the internet to be used by their servers. Now, the internet is simply MANY MANY independent servers from all over the country. No single person owns the internet, that is why there aren't any types of "laws" as to what goes on there. There is no way to "control" the internet or its content for that matter.
Anyone who has a server and a way to support a website and link it to the "world wide web" owns a piece of the internet. I hope this answers your question well.

It was a project that was started by DARPA I believe. Two universities (stanford and yale maybe?!) were the first that were able to communicate. Defense Advanced Research Projects Agency needed a communications network that was robust enough to survive nuclear attack. This is why the internet was created originally.
Of course, Al Gore might have something different to say about that. =)

There is no owner. It began as a database system for some college or other. It's a strange concept, I know, but it isn't "owned", only regulated. You might say that the FCC "owns" the internet, but w/e

no one owns the internet. its simply addresses to different domains kinda like houses on a street. every 1 has a differnet address, and leads to a different place.
