I started a year ago when I was 14 because i was embarrassed, don't shave until the last minute.

As soon as the girl starts to feel embarrassed about the excess hair. In this society vanity is at a peak and kids can be cruel, so if shaving makes her feel better about herself go for it. Its better than having her go to the other extreme of sex and drugs to feel good about herself when she's older. You may not think it would lead to that but most girls today who have sex before their ready do it to feel liked by the boys that would otherwise be teasing and tormenting them.

When ever it causes you to start becoming embarressed or uncomfortable to have it.Then by all mean get rid of it and start becoming more comfortable in your own body. it is a personal choice.
