What do you mean by a "regular" file? You can look at the extension name listed at the end of the file and it will tell you waht kind of file it is. Or else right click the file, click properties, and you will get the same information.

You can change any kind of a music file into an mp3. You just need the proper software. Here is a link to a site that lists all the different types of music files andhow to change them into an mp3. Go down to the bottom of the page for the listing. Depending on the type of file that you have you may already have a software that will do the job. If you still have questions than repost this but specifically ask for the type of file that you have. It will be easier to help you that way.
