Why be so passive? You don't have to wait to see if someone else does it. Ask. Why not just ask your neighbors if they're willing to take turns cleaning the hallway. It's a good chance to socialize. You and your neighbors could even do it together and make a party out of it.

This is assuming that your neighbors are agreeable people, but if they're not, they won't clean the hallway in any case.

My complex is like that too. And it is locked so only people we let in can get inside.

If yours is locked, why not leave a note on each door asking if anyone is interested in sharing in decorating and cleaning the hall? If you get people who are, then talk about things you can do and how to take turns. Each person might agree to take a month to decorate the hall a bit.

Why don't you clean it and make sure you are noticed for the great job you did and maybe that will start a chain reaction and everyone will pitch in once a week...
if it doesn't help, at least you know that you've cleaned it once and its not as filthy as before...

We and our neighbors share a patio area and they never sweep it. I do just bc I don't want dirt tracked in.

Your apt. manager should make sure maintenance is doing it. Find out who that is.
