Well your mother is right. But i can understand how it was funny but still u have 2 think about how much your brother is already ready have 2 but up with!like maybe people at school or others makin fun of him because he is mentally challlenged but still just think bout others before taking actions iight!! Your Mother is Always right. When your mother isn't happy, Nobody's happy. So I hope you notice that and when you see that you shouldn't be happy either. Especially in this case. Put yourself in your brother's place. How would you feel if He were doing to you, what you are doing to him. Mature and grow up.

I agree with you. Locking retarded siblings out of the house is an excellent idea. What else are you supposed to do with them? I think next time your mom says it isn't right, you should lock her out of the house as well.

Depends on your sense of humor. If you are doing because he gets all worked up over it and it stresses him out, it's cruel and you have issues to be resolved. If he understands it's just you being a pranky brother and he retaliates, then it's just siblings being siblings.
