Latino is referring to that group of people that uses a Latin-based language; as opposed to Anglo, the group that uses language that is Anglo-Saxon based.

Latino has become the expression of choice for Spanish-speaking people, partly because of the racial slur derived from Hispanic.

A "latin" person is one that was from the original Latin tribes of central Italy about 2500 years ago. These people of course spoke the Latin language which was the official language of the Empire they came to run, the Roman Empire.

Latina/Latino has the same origin as "Latin America", which are those countries and lands in the colonized Americas where the most commonly spoken languages are derivatives of Latin; mostly Spanish and Poruguese. So someone born in such a country of place with that type of heritage would be Latina/Latino.

At least, this is how I understand it.
