Since the one is making a nest, it seems likely that she is pregnant. The does (female rabbits) often pull fur from themselves to put in the nest for the babies. Sometimes they have a false pregnancy though. Just wait 30 days. That's all it takes for rabbits to have babies.
Don't peek too often in the nest area. If the mother rabbit gets frightened, sometimes they kill the babies (especially if it is their first litter).

Nesting is a natural for female rabbits. It doesn't mean that they are pregnant. I have a female rabbit that has just reached maturity and she is making nests as well. The bald spots are a bad thing. Take them both to the vet for sexing and to find out what's going on with the bald spots. Female rabbits will take hair from their dewlap (the "roll" under their chin) to nest, but not from anywhere else on their body. The bald spots mean either illness, or your rabbit is extremely stressed out and may possibly be dying.

Edit: Also, if the skin is dry where the bald spot is, it probably has fur mites.

You need to get them fixed. When you bring them to the vet he/she will be able to tell you what sex they are. It sounds like your female is already pregnant since she is pulling her fur out. You need to do some reading so here is a great website on all things house rabbits. Which, by the way, is where they need to live.
