My neighbors are in a financial bind, and can not afford trash services. We live in the country, and they bag their trash, then put it outside until they "rember" to take it to town and find a dumpster. The area dogs are tearing up the trash bags, and spreading the trash all over my property. I want to do this in the most diplomatic way possiable.

Manditory trash pickup is a reality in all but the remotest areas in the USA. There are also centralized trash pickup points in many rural areas where homeowners can drop off their trash in public dumpsters. It sounds like your neighbors have the opportunity to dispose of their trash, but are just too lazy.
Are you permitted to have a "burn barrel" in your area. If you are, it might be a good idea to suggest to your neighbor that they burn all combustible material. It would prevent trash brom blowing around the area and would eliminate foodstuffs that attract dogs and critters. It would also seriously lessen the amount of material they would need to take to a dropoff point. You might offer to provide a barrel to help them out.
If they do not see things your way, you may want to call your county health department. They may have something to say about your neighbors habits. I would do this as a last resort only after I had offered other solutions and I would warn them before I made the call. Hard feelings are almost sure to follow.

Do you have access to - or can you afford to buy them a large container for garbage with a lid on it (like they use in the suburbs-55 gallon or a little larger) that you would be willing to offer to them to use as long as they needed it. This way they could empty it once a week and it would have a cover on it.You could explain you just had it sitting around . You had noticed that you had seen skunks, possum, raccoons and dogs getting into the garbage at other neighbors & this may help them not have to pick up garbage spread by the animals.

i understand, and i'm very sorry for their fiancial bind.is it possible that they can dispose their trash the same way you do?if so you can help your neighdor out.if not you can tell them about it,its not what you say is how you say it and it seems to me that you care a lot about people feelings which is good.so i would suggested you talk to them in a nice calm matter by doing so no one will be offended.good luck.
