Angel spun off from BtVS at the end of Buffy's 3rd season.
The shows move in parallel after that, as evidenced by a series of cross-over episodes, particularly in B4/A1, and to a lesser degree in B5/A2. When Buffy switched networks to UPN after S5, the crossover episodes came to an end, although you see some exchanged phone conversations in B7/A4 and Faith moves back and forth as a character in that same season.
There is a transfer of several lead characters, particularly Cordelia and Wesley, from Buffy to Angel, as well as Spike in A5 (in a fictional world of vampires and demons and portals to other dimensions, death is transitory and not necessarily permanent - there are devices, plot or otherwise, to bring characters back).
All in all, I thought Whedon did a good job handling the spinoff and continuity between the two series while maintaining the separate story arcs.

Yes they do cross over angel season 1 is buffy season 4 2-5 3-6 4-7 and season 5 of angel ocoured after buffy was canceled but featured several buffy characters mainly spike and harmony, andrew was also in 2 episodes

You often find buffy mentioned on angel. its my favorite show even though their are no new episodes :(. Like in season 4 when angel turns back into angelus and he finds out their is a slayer comming after him he calls buffy's house and you hear the conversation of { is your sister home? oh she is?* hangs up the phone* must be the other one} . Stuff like that happens all the time on angel.

yes; they did occur in the same time frame..... In fact, Cordelia was also one to go over to Angel as well. Buffy is mentioned in the episodes of Angel especially after her series was finished. Angel spoke of her and spike came back because of the necklace...

Not to mention that Buffy was Banging both Spike and Angel and Faith left Buffy and Joined up in Angel. Oh and Michael S. Yeah I Watch this Crap what of it I am older and tougher than you.

Buffy and Angel do take place in the same time frame. There's actually a lot of cross overs. Spike did die in the finale, but remember he was wearing that magical necklace? Well he was "stored" in the necklace ( sort of) and the necklace was sent to Angel by someone ( don't remember who) and Spike was ressurected. There's more too it than that, but that's the general idea.
