It never has been particularly powerful or effective. Nowadays it give a veneer of respectability to action by states but that's about all. It's peacekeeping roles would not be successful without the full support of the US.

ABSOLUTLY NOT IN A MILLITARY CAPACITY.IF THE UN GOES INTO LEBANON TO KEEP BOTH SIDES APPART IT WILL BE USELESS IF IT DOES NOT HAVE THE POWER TO ACTUALY USE MILLITARY FORCE.OTHERWISE FORGET IT.I WOULD BE MORE IN FAVOUR OF A RAPID DEPLOYMENT FORCE
