Nope, unfortunately not. I've looked for it as well and just did again to no avail. However, it is a great game.
Personally I like MMO's too much to invest a ton of time in this game, but it is one of the best games I've ever played... If only they had an online portion of it...

No, you don't. Oblivion is an offline game, not an MMO. It has no multiplayer component, online or off. Therefore, no monthly fee.
