Best time is, all year. They're great for people who are in the dark, on Halloween and being cautious, in every way. But they're hard to find, before October. Although, I have noticed them at Lowe's and Home Depot. Best place, is Safeway. Other stores, too! Best way? Directly. If you try to sell anything on line, there's always the possibility that someone who replies will be in another country, and wont want to pay, until after receiving your item, and that person might never pay. If he or she does, the check might be a fake one.

On a business to consumer level, the best place would be at raves, clubs and concerts. But on a business to business level, I think it is best selling to the military. A grow stick is important in a safety kit for the army because they can use it to send signals.
