IMHO, take the starter mechanism to a small engine shop and have them repair it for you. The reason it won't rewind is because the recoil spring has unwound (or broken). Without the proper knowledge and tools, this can be a VERY dangerous job! When the recoil spring is wound properly, it is under extreme tension, and if it "pops" out of place, it can literally cut off a finger. Don't risk it, let a professional repair it.

The reason it won't retract is because you lost the preload of the coil spring.
There are usually 3 tabs that hold the rotary spool that holds the rope on. You need to bend those over and reaattach the spring andwind it clockwise, I think. If you don't wind it up enough, it will leave the part you pull on hanging out. If you preload too much, it will work, but not as well. If you aren't real mechanical, you are in for a frustrating time, wear safety glasses, the spring usually gets away a few times, get someone to video tape your attempts, it might be marketable, kidding of course, I have done quite a few of these, rarely on the first try, hope this helps.

Most likely the cord pulled out because the recoil spring broke. You will have to put a new spring in(don't install rope) then wind the spring up tight. Back the pulley off just enough to to line up the holes for rope. Feed rope through( can be a pain in the ###) tie a knot, then let the spring pull the rest of the rope in.

Its not hard..... just a pain in the rear hard. lmao, it sounds like you did not rewind the spring..... it may take a few tries to get it.....

Take it back apart (here, not being brand specific, never gave brand) and take the pulley back out, wind thw rope on the pulley, and tape it at the end to hold it on, use the pulley ( after you get the spring all the way back in) and hook it to the spring (here its gonna be hard) and use the pulley to rewind the spring, get a good wind on it, lock the pulley down (here its hard, have to hold the pulley while you do it) and pull the rope out and tie it to the handle.

Your grass is getting high it's time to cut. Take the top piece off take the pulley and rope out of it and put the top piece back on and cut out the center of it and just use the pulley and rope to start it, the easiest way.

The spring has to be loaded for the cord to retract. If you don't know how, then you need to take it to a shop where they can do it.

With a recoil starter you would need to "un-wind" the recoil unit and let it pull the rope back in.
