It is a tiered skirt made of different gauze fabrics. The crinkly look gives away the fabric type.

Tiered skirts are really, really easy. This one looks to be 5 layers of different fabrics, maybe 6 or 7 based on the weight of the last layer we can see. The layers look to be fairly skinny (5-7 inches?).

First the fabric - you will need a gauzy fabric - that crinkly lightweight stuff that sort of stretches when you pull on the crinkles - you can get this at your local fabric store:

This site gives the general idea for sewing one together:

It looks like the gathering seams are sewn to the outside on her skirt, so leaving a unsewn edge there would be fine (as it seems to be popular these days..).

Good luck!

I would take the photo to a store that sells sewing patterns and then find one that is similar. That way, you have all the information you need to make your skirt in the correct size. The back of the pattern envelope will tell you what kinds of fabric you can use. Hopefully, you know how to sew. If you do not, then I would find someone that does.

I just made a skirt like this, you have to sew the strips together, and make the strips longer and longer, the way it becomes the same length to sew it together, is you gather it. If you don't have a gatherer than you can just sew two lines of long stitches then pull the thread, and gather the material. Any material works, as long as it isn't very heavy. At walmart you can buy yards of pre-made skirts like this, and all you have to do is sew up the side!
