You'll find him after you finished the the all the league competion and goto grassland near at the starting point and prepare your masterball but first you need to weakened him........ but if you want to try some says that you can captured him using only pokeball. But before doing that save the game before fighting him. Use all High-Level pokemon. Specially the Rock-type pokemon but so should know how to fight well because Rock type is very weak in Psychic... since Mew is psychic pokemon

you cannot get mew in Pokemon Gold.. you will need to trade from a different game such as Pokemon Red or Blue.
