Maybe you're not asking the right question. Incest is just having close relation with someone you are forbidden by law to marry. Now whether or not the law should allow marriage between cousins is a different question, and the laws vary depending on where you live. In Europe I think it's okay, hence it is not incest. In the US it is.
In my opinion, marriage between cousins is fine, and is commonly practiced in MANY parts of the world. The problem is that society has demonized cousin marriages for some reason, partially due to claims that it causes children to have genetic defects. Yes there is an increased chance of children developing a genetic problem, but what people don't realize is how EXTREMELY low that percentage is. I believe the average probability of defects is like 2%, and with cousins it rises to somewhere like 3% or 4%. It's really not much if you think about it. And the only reason there is an increase in defects if because you and your cousins will likely have a few genes in common including recessive gene disorders. Therefore when you get 2 recessive genes, the disorder shows up. Besides that there is no real reason to be against such relationships. Most people cannot give you any reason more than that it sounds gross when it really isn't.
So if you truly love this person, I say go for it, get married. You just might want to keep it quiet as the general public is quite misinformed.

No, as long as it is two consenting adults. My 2 cousins were married. However they were ostracised by the family and the two children they had both had disabilities due to interbreeding.
I am concerned that your emphasis is on sex and not on a relationship. If you just want sex look somewhere else.

While it is not the norm, this does happen. As many people there are on this planet, I am always surprised by this.
Anyone closer than second cousin you cannot marry. Anyone further away than that would not, legally, be considered incestuous.
It is more of a moral issue, I believe.
