Sleeps: Tortoises are low-activity animals. They eat. sleep, hunt for food and mates, and sleep some more. Activity also depends on the quality of environment- they are more active if the temps and humidity are right.

Hibernate: It is a good idea to hibernate tortoises- but it is not easy and it should not happen until late fall. It is triggered at least in part by daylight cycles and should not happen this time of year.

Temp and humidity: Cage should have a 70 degree end and a 90 degree end, with about 70% humidity, or at least daily soaks.

Russians are a bit tricky to keep, but the site below can help:

Another thing you're going to want to check, if you have not already, is that your tortoise is free of disease and parasites. As these do come over from Russia and central asia, it is VERY possible it has a disease that is keeping it down. Any vet that has experience in reptiles should be able to diagnose anything rather quickly as he or she will likely be used to seeing Russians come in for that exact reason.

There is tons of information about russian torts available.

Most torts are only active under certain circumstances but unusual sleep patterns may also indicate a health or husbandry problem.
Read as much as you can. If you are still concerned take your tortoise to a reptile vet.
