Easy.... the baby on the bus was blown up deliberately. It's like the difference between a criminal shooting some one and a person getting hit by a car in a cross walk. It's the intent.

The baby hit by the cruise missile was in between the missile and its father, and is doomed to be carried around for hours and hours for propaganda films.
