If the forum is particularly well-known and respected in the field, it may be enough of an honor to serve as a moderator. However, if the person is an expert in the field, and your forum requires their expertise, then you pay them a honorarium - you need them more than they need you. But if you will be using people of no special acclaim then they might be happy to moderate a forum for free.
