you will have to get a 600cc bike and have a lowering kit added to it that should do the trick

Man, you must be all legs! I'm 5'3 with a similar inseam.
Anyway, the Ninja 250 or 500 are the lowest ones out there, I believe. The ZZR600 (which used to be the ZX6E) is pretty low as well - I think about 29" seat height. This is a non-radical sportbike.
You can get just about any sportbike lowered these days. For some reason, most of the Hayabusas you see on the street have been lowered. But I DON'T recommend you get one of those!
I have a ZX6R (636) which I had lowered. A lot of people think that's a horrible idea, it compromises handling, etc. But I say bah! Perhaps if I were a professional rider, I'd agree. But since I'm never going to ride a non-lowered sport bike, I have no basis for comparison, and my bike handles JUST FINE!
Also, here's a link to the Short Biker List. Although it hasn't been kept up, if you're in the market for a used bike, this one will have several to choose from. You'll see that they categorize the bikes by rider height, so it'll be easy to find one to fit you.

A Ninja 250 might fit you.
Or you could go with a Buell Blast - it is more of a standard than a sportbike, but it's still quite sporty and available with a very low seat height.

Not really a sport bike, but you could set it up that way with diff. bars and rearsets The Buell Blast is a great 1st bike and made for short people.

Lowering kit seems to be the way to go. Also consider getting the seat repadded with about 1-1.5 inches less foam or get a custom seat that has less padding.

i think u should get a suzuki gsxr 600 with a lowered kit on it.about 3 inches. because my best friends mom has the same bike with the same kit..and she smaller than u but she's kinda tall..or u should get a suzuki gsxr 750 with a 4 inch lowered kit..

Any bike!! You can get lowering kits for the suspension, my sister is about your height/weight, has a zzr250, but has had up ninja 750's, lowered of coarse
