I'm not either of the categories, but have struggled against my natural cluttering habits for years. Now I'm being pretty successful with it.
It helps to analyze where your clutter is coming from. Is it from bringing too much stuff into the house? Then the solution is to stop shopping so much, quit going to garage sales and really think about each purchase. Do you really need that thing? The more things you have, the harder it is to take care of them.
I recommend reading some of the books about managing clutter (get them from the public library). Look for ones that deal with the psychology of clutter), not the ones that tell how to organize your sock drawer.

Darlin, there will always be stuff you can sort through and get rid of - but the real question is what to do with the things you just can't part with!

I know people who mercilessly throw everything away if they don't feel that they need it right that minute. They're usually sorry later about at least some of it. I can throw things out, but I have a lot of stuff that can't be - things that have family history and I want to pass on to others later, tons of things I only need once every few years, but need them when I need them - etc.

A good storage area is smart, but for the clutter in your house - my recommendation is more places to put things away! Very often clutter gathers because there just isn't any good place to PUT the stuff! Whether you need more cupboards, a filing cabinet, a closet with shelves - you figure it out. But the biggest bit of clutter isn't usually trash, it usually just needs a place to GO.

Work on that, and a lot of your disorganization will evaporate.

One tip for you and it's SO simple. Paper clutter is the worse.

Throw out junk mail each day (shred if needed).

Keep magazines that are current for that month only.

For Reciepts: Go to Home Depot or whatever, get one of those spindles from the office supply area.

Each time you come home from shopping, put your receipt on the spindle - you will find it if you need it.

(Receipts for major things can be filed).

I used to use an envelope - but they would just fall out everywhere.

Get rid of all that crap cluttering up your space. Then clean and sort what's left. You'll feel better.
