It is a tribute to them to be buried with dignity, the same type of dignity that one assumes they had during life. Some people who don't live their lives that way would be horrified to know they were going to be buried that way, or buried at all.
The whole process of the way different cultures morn has more to do with the living than the dead. The dead are dead. The services and rituals are for the living. It makes Aunt Martha feel better knowing that Uncle Fred is going "to his great reward" with his underware on. It is comforting, even if she doesn't know it. It would be quite dis-comforting for her to find out there was no underware or shoes. People think of the strangest things during these times and fall back on what is comfortable to them. "Oh, he'll need his jacket, or underware, or handkerchief".

Might is well. Who's going to wear the underwear of a dead person?

All things considered, some of us are glad that the underwear and shoes of the "odorously-challenged" should be buried with them.

Well they may be dead but they still like it when someone has to take their underwear off to have sex, it is romantic. And nobody wants to walk in eternal damnation with no shoes. That would just suck.

Not really answering your question, but if I get buried, I want to be wearing a t-shirt, shorts, and flip-flops.

Mostly its personal choice if they have their funeral planned ahead. If its an unexpected death, then family members usually pick out the outfit and feel its respectful to dress them in death as they would have been dressed in life.
