One rule to it, conservative. Even though it is casual, you do not want to go too casual which I think you got anyways as you said no jeans.

Depends on your company, because every place has different rules that they consider casual dress. I would say, a simple shirt, that covers everything appropriatly, either button down or some type of polo shirt would be best. Pants, something simple, not overly flashy. You may be able to get away with kaprihs, but a skirt may work better. Again, check with your company first!!

One word: blazer! Blazers are fantastic - they are casual and totally in, look dressy, and come in a whole bunch of different colors. I would go with a blazer (your choice of color), a lacy cami under it, and some pearls or a necklace of your choice. Wear some solid colored dress pants, and dress them up with some colorful heels or flats. The shoes really break up the outfit. Good luck!
