As long as you have already tried Elmers glue, then the walls are not the issue right now, it's the paper border, right? Ok, I know what you can use. You could try seam repair from Home Depot as suggested by Capn Jon, but I have found that if the paper border has curled edges it just doesn't have enough of "stick" power. Instead, try using the clear decoupage liquid found at a craft store, or WalMart. It really works great. Just brush it on the peeling paper, wait a few seconds then stick it to the wall. It dries clear, and really has stick power. Due to the fact that you have already tried Elmers, you make have to brush 2 coats of decoupage on the paper. Smooth it back in place. Don't worry if it drips. Just wipe with damp cloth.

not sure if it will work, but most border is already glued. you might try getting a spray bottle and spraying some warm water on the backside ofthe border thats peeling off and holding it there for a few minutes, the water might activate the glue....Just a thought!

I'm assuming you mean wallpaper border. Go to any home improvement store and get a tube of seam repair glue. You'll find it in the wallpaper department. We have used it a couple of times when we sold our houses, and it worked well.

Go to any paint or wallpaper shop in your area and ask for the proper paste to use, I believe that it come in a waxed carton box. Or you could probably get it at a local hardware store, in the paint section
