Since every woman's body is different, there is no answer to your question. Get one that fits you well and comfortably; the best way to determine that is to go to a good store and get sized. Take your mom or your best friend if you're uncomfortable being in a room like that with a sales associate that you don't know. They're there to help you with stuff like that, so don't sweat it. Try on a few different styles and find the one that feels the best, and pull your shirt on over it to be sure that it doesn't look funny under your clothes.

Band size: mid 20's and up..
Everyone is different, so it's pointless to try and find an average. Go to a department store, or specialty shop and get measured professionally (it's free). It doesn't matter what size you are, but an ill fitting bra always looks bad.

This question is way to vague. It all depends upon your body type, your genetics, etc. There is no one right size for a 19 year old, or for any age. The size you are right now is the size you are meant to be, don't compare yourself, don't worry about whether you need to be bigger or smaller. (Unless you have really big breasts that hurt your back, then you can get them reduced, this is usually even covered by insurance.)

Go to Victorias Secret... They will accurately measure you there (don't worry, they're very tasteful about the whole thing, and its done over your clothes) and give you an accurate measurement. You don't have to buy anything to get measured.
