Depends on how tall you are, but I wouldn't think so. I'm a girl and I'm 5'11" I have a 36 inch waist, but I consider myself skinny. Whereas my best friend is 5'2" and has a 24 inch waist and is a bean pole. But no matter how tall or short you are, you aren't "fat" until you hit the 40s...and even then, if you're really tall, it's not that big of a deal.

It's not fat if you're of average height. You should be more concerned with fitness level and body fat percent.

if you 5' 2" tall your fat if your 6' 2" your normal
