What kind of plant is it? IF it is a boxwood you may have a nemetode infestation. Another possibility is some sort of chemical burn? Have you sprayed any fertilizer lately? Please provide more info.

I had a boxwood hedge, that had huge ant nests in the soil. I dug out the hills first than used some ant killer around the hedge. Was afraid the poison would kill the rest of the hedge off, but it didn't. Also cut away all the dead parts of the hedge, used a fertilizer and watered well, and added some fresh soil. The hedge came back to life. Before you use any harsh chemicals for pests or ants find out what you can and can not do with your particular hedge.
