please help me out with any ideas on what to say for my speech

You must give them a reason to vote FOR you. Let them know that you will do something as the secretary that the other candidates won't (without bad-mouthing the others).

For example: Say "I will publish the results on the school web-site within 1 day of the meetings." That kind of stuff.

Catchy slogans also help. It seems that you play volleyball (by your name). If the school knows it, make up signs with you spiking the ball. Slogan Fire a Volley for ........

I won student council secretary by doing the following

it was when "what's most important is that you vote" was particularly in style before the gore/bush election... all my opponents gave speeches using the talking points of the day... no matter who you vote for, just make sure you vote, etc...

when it was my turn, I took a (blank) paper out of my pocket, said, "I wrote a speech, but I think instead of reading it I'm just going to talk with you guys." and crumpled it up and threw it... then started talking about how, they say you need to vote, but the fact of the matter is, if you don't have a candidate to vote for, or if you don't know who to vote for, you don't have to vote and in fact, it's probably best that you don't.

I won in a landslide.
