No, they aren't behind the attacks; terrorists are behind the attacks (of course, the definition of "terrorist" is fuzzy, at best. But that's an entirely different issue).
However, I do think the government is capitalizing on the attacks and using them as an excuse to grab more power for themselves while, at the same time, trampling the Constitution and stripping our civil liberties, privacy, and freedoms.

No - but the government is behind making us all worried about terrorist attacks.
Nearly as many people die from lightning strikes as from terrorist attacks. Perhaps we need to pay Halliburton a few trillion dollars to look into lightning.

I don't think the government is directly responsible for us being attacked. I do believe that our foreign policies in the past helped to foster these ill feelings towards us in various parts of the world that ultimately made it easier for terrorists to recruit and carry out their plans against us though.

I think a bunch of nut-bags that have been brain washed into thinking sex is better with virgins (the ones they are promised in heaven) to the point that they'd blow themselves up are to blame. The problem with terrorists is sexual repression. We shouldn't be sending soldiers to the middle east, we should send pre-paid (like phone cards) prostitutes. Get the wackos laid and maybe they'll stop blowing themselves and everyone around them up.

Our government is too clumsy and too gossipy to
--pull off a phony attack like this and
--prevent leaks about it
simultaneously.
Therefore I don't believe the government is behind the terrorist attack.

Yes. There's really a nation wide shortage of toothpaste and bottled water the government is covering up. What better way to narrow this consumer goods gap?
