I don't have a car, but I can carefully plan out on how to go and visit places in the BA via an Amtrak, BART or VTA buses. Is it possible to do the same in any other place in California, or the US for that matter?

LA has a public transit system, but it's not 'great'.
NYC has a fabulous one - all classes of people ride it, which to me is the measure of it's success.
The MAX in Portland is also pretty good, but once you get outside a certain area, it can get sketchy.
DC's is also great, as is the El in Chicago.
Vegas has the monorail that runs the strip - it's a great way to get around that area.
Atlanta has Marta, it can be quite scary in some locations, but in the city during rush hour, it's not a terrible thing.
New Orleans has (had?) street cars that were great public transit. You couldn't find a seat on one during some times of the day.

But, European cities probably have it down pat. The Munich subways in particular are astounding. Clean, friendly, and on time to the second. : )

We have a great public transportation system in Portland. There's the MAX system which resembles the BART in the bay area, and we have a lot of bus lines and streetcars and trolleys that take you wherever you need to go downtown and beyond that.

Chicago and New York both have excellent transportation systems. You can go anywhere in New York city and most places in the nearby suburbs without needing a car for your entire life.

Chicago is a little more spread out, but their public transit is excellent as well.

The Bay Area is Hilly, Honolulu is mostly Flat - - - so two feet get you a lot further and the bus system is awesome. Of course the Ocean keeps one from going much further but why bother?

New York City, Boston, Washington, DC and Chicago all have great transportation systems. There are probably lots of other places, but I just haven't been there

OH... you just HAD to specify some place in America... the absolute best public transportation system is in Brussels.

In California, yes. As far as the rest of the world., even SF is lame.
