Wisconsin has almost nothing in the way of gun control laws. The mandatory waiting period for handgun purchases is in place. Beyond that, you do not need a permit to own the handgun.

Wisconsin has no concealed carry permit. By my interpretation of the law, that means that there is no provision for a civilian to carry a concealed weapon; it doesn't mean that anyone can do it.

Edit: Concealed-carry is definitely forbidden for anyone other than an officer fo the law.

As long as you are not legally prohibited from owning a gun, it doesn't matter where you buy it. Some localities have their own laws about gun sales, but I'm not aware of any residency requirements. If owning a gun is prohibited where you live, you would not be able to take it home.

Tom Lillis: If the law neither prohibits concealed carry, nor establishes a permit, it is legal by default.
